Background Notes

Hi there, it looks like I might have made a mistake last night when I
gave out the online address of Background Notes.  How about trying
<http://www.tradecompass.com/library/dos/bnotes/>.  Someone else
suggested also the following address which I have not yet tried.
<http://www.state.gov/www/background notes/index.html>.  Hope these
