Circular Storm Question

Does anyone know what a circular storm is?

One of our students found a reference to a circular storm in the Guinness
Bk of World Records, that was the worst disaster of its type.  It occurred
Nov. 12-13, 1970 on the Ganges Delta Island, Bangladesh.  TIA,
