LM_NET: Library Media Networking

Hi all,
  The counsellor has a connection to the Internet that is located in a room
which he cannot easily monitor. Needless to say he's nervous. He would like
to limit the usage to searches for colleges, universities and schools of
higher education. I know that there is software which limits the sites but
he's interested in software that would limit the choices of the students to
only those selected sites. Anyone know of such software? It would need to
be usable with Windows.
  The alternative would be to lock and unlock the room so that access could
be monitored. He does not want to do this.
