book on Inter-library loans policy

Hi Everyone,

Do any of you know of a book that describes the process on setting up a
school district on inter-library loans e.g. how to get started, what to
watch out for, pitfalls, etc.  I would appreciate your assistance.  The
librarians in my district would like to do this but we don't quite know
where to begin.
