British etiquette

Please help! I have a teacher who is interested in the protocol involved in
the upcoming funeral of Princess Diana. She wants to know the reason why
President Clinton is "prohibited" from attending and why Hillary is going as
a "friend." She also wants to know more about the royal etiquette about "not
showing the palm of the hand" when they wave and information of that sort. I
read in Emily Post that there is a book called The Social List of
Washington,D.C. or The Green Book. Is this book what I need to find? Can
anyone help me out with the above questions and any other that might come to
mind concerning the etiquette/protocol associated with the funeral or the
monarchy?
