GEN: Circulating magazines

Hi there,
I'm in the process of starting up a brand new library for a brand new school,
and have begun receiving issues of about 16 different magazines.  I need
suggestions as to how to circulate them -- what are the best ways to do this?
 I had thought to let back issues circulate and keep the most current in the
library.  But do I bar code each issue?  I had thought of barcoding clear
plastic bags, and then putting the magazines in them for kids to check out?
Hope this makes sense ! Any advice will be appreciated!
