SEC:Info management skills assessment

We are exploring the feasibility and precedent of using a satisfactory
performance on an information managemenet skills assessment as a requirement
for graduation.
If anyone is currently doing this, or if anyone has information about such a
requirement at the high school level, I would be interested in hearing the
details.  In our case, the assessment would probably be administered at the
end of tenth grade with the opportunity for remediation after that for those
who did not pass.  I'm interested in opinions on this topic as well as actual
cases in which this is being done.
