I can't find reference to the word "racinate," but there is a somewhat common word "deracinate." It means to pull out by the roots; extirpate; or to seperate from one's environment. The root of the word is the French word "racine" which means "root." (no pun intended) Perhaps in biology the word racinate means to root, therefore the opposite would be deracinate.
