Stumper->definition of racinate

This doesn't appear in my Shorter Oxford English Dictionary - and there
can't be many words in common use which don't!
The nearest word to it that I can think of is "ratiocinate" to carry on a
process of reasoning - and what the opposite of that is, I couldn't say!
