REF: Movie title

All:

A faculty member is asking for the title of a movie (made for TV?) from
several years ago about two families in East Germany who build a balloon and
sail to the West.  He thinks it might be a Disney movie, and wonders if it
is available on video.  I have checked my sources and likely titles and find
nothing (I am wondering if it has not been released on video).  Does this
ring a bell for anyone?
