Books like Tad Williams "The Otherland"

Please help.... My son, a high school senior, needs to do a report -
compare, contrast - using two books, only one of which can be by an
American author.  He  wants to use the above book the theme of which
involves the internet, business inthe future, agovernment plot and
technology and its effect on society.  Can anyone suggest another
similarly themed book by a foreign author?  Thanks in advance for your
