TECH: Mac 5400 Scrapbook

Until recently I have been storing pictures from the digital camera in
the Scrapbook and then retrieving them from the Scrapbook and cropping
them in another program.

I can no longer do this.  When I copy the picture from the Apple Video
Display, I am unable to paste it into the scrapbook.  I can paste other
items there, i.e. clip art, icons, text, but not from the Apple Video
Player.  I can also paste the digitized pictures elsewhere, but not the
scrapbook.

I have rebuilt the desktop, used Norton Utilities (found "minor" repairs
and fixed them), and reinstalled the Apple Menu items, and then reinstalled
the entire system file.  Still unable to paste pictures.

Does anyone have an idea as to what the problem can be?  I look forward
to your input.
