Dan,
        Citing the web address for an article is the same as citing the
magazine.  What you get on the web (or off a cdrom) may be vastly
different from the physical article.

First, is the article in ASCII text format, HTML, PDF, or an image?
If the article is in ASCII, HTML or PDF text, it may not include
pictures, tables or charts. The paging will be different, if it
exists at all. Typos may have been introduced into the text, although
fulltext vendors are supposed to leave original typos in the text
(and not use "sic").

Second, if the article is in an image format (PDF or something else),
some things may still be different. Are the images provided all the
pages from the magazine, or just those with indexed articles on them.
Have all pictures associated with the text been included, or have
some been missed?  Are things like letters to the editor included or
excluded? If you are missing anything, how will you know?

Third, what edition of the magazine is used for the fulltext. Many of
the weekly magazines put out slightly different issues for different
areas of the country. Even national newspapers differ.

As you can see, using a fulltext electronic source is more
complicated than using a printed source.  One of the reasons for
citing an article is to allow the reader to find the information for
one's self. You can't do this if the information provided is
incomplete.

Those of you who are parents can identify with what I'm going through.
My daughter decided after college that she wanted to go to Officer
Candidate School in the Navy.  She's in Pensacola now and if you've ever
seen the movie "An Officer and a Gentleman" you might have an idea of
what she's going through.  She's having a hard time with the physical
training aspect.  I want to send her motivational quotes or stories of
overcoming adversity to keep her spirits up.  One example is Vince
Lombardi's "The harder you work; the harder it is to surrender."  If you
have anything that might help, please send it to me.  Thank you so much.
