We use a touch of fingernail polish on two sides of the cover.  That
won't stop it completely, but mostly it's just a prank or a ball to
throw around and it slows them down or discourages them.

As for cleaning, use an Exacto Knife to cut through the polish, then
needle-nose pliers to break the cover loose and turn it.  Sometimes the
little pieces that secure it will break in the process, but you can just
put the cover back, and the nail polish will hold it.

This isn't ideal, but it works for us.  I'll be interested in other
ideas that might be out there.
