Elem Library Funding

We've been struggling with our funding situation ($6.29/FTE/year @ elem.),
which appears to be less than half that of surrounding districts. We would
appreciate information on funding per FTE student at elementary libraries
in Washington state or elementary libraries in small districts, i.e., fewer
than 1500 students K-12. We need ammunition.
