GEN: Amnesty for overdue books

We are an inner-city high school in Houston and would like your
ideas/comments on these questions:  Have you ever given amnesty to students
in an effort to retrieve overdue books?  What procedures did you set up?
What do we need to avoid?  What were the benefits?  the drawbacks?  Would
you do it again? Any information would be helpful.  TIA.
