I am not sure that the purpose of the Newbery is to create "popular" books, although some of the winners are wildly popular. There are a set of criteria and the committee looks at this criteria. I believe that the award has something to do with what the committee deems "quality". When I purchase these books I hope that they will be read, and try to make a big deal out the the fact that these are the Academy Awards of children's literature, but quality does not necessarily equal popularity. "The Giver" is in fact a very popular book in our area and is read by people of all ages which to me is a very good sign that it is an excellent book. If you want popular, look at "Children's Choices" in one of fall issues of the Reading Teacher.
