Tech: Problem sending and receiving e-mail

A friend having e-mail problems.  She is using Microsoft Exchange
version 4.0.  Never been able to receive any mail without sending
something first.

But now can't do anything.  She is getting the message "The port is
already open."

Any ideas for her?

Please reply directly  to me.  Thanks for any assistance.
