Target: Building level technology plan/committee

Help! I need advice on putting together a building level technology plan
and on starting a building level technology committee. I'm a first year
media specialist in a PreK-K building which has neither of these.  My
media center/computer lab will be moving into a slightly larger space
next year, so I'm thinking that now is a good time to push for
formalized, ongoing, site-based technology planning which includes input
from all building shareholders.

Any advice, resources and/or samples would be appreciated. I need to
make a preliminary presentation Wednesday evening, 5/12.  Thanks.
