A teacher asked me to find out if the rules for designating dialogue in
Spanish are changing.  He is starting to see quotation marks in Spanish
text and wonders if this is just because some translators don't know what
they're doing or if there is a movement to change over to quotation marks.
Thanks for any info anyone can provide.
