Thank you so much to all the wonderful folks who responded to the
following query:

Responses varied, but all who responded said they limit in one way or
another.  Some limit by allowing only a certain number of students with
passes, while one person bases the limit on the maximum number of students
a classroom teacher teaches.  Some have caught a little flack, others have
been well-supported.  You can read the individual responses in my
following 5 HITs.
