I have found that humor goes a long way with high school students.  I tell
them that they must at least pretend to be doing something productive, a
notebook, book, magazine, open etc.   I also have a section of the library
that is hard to supervise--it used to be where the kids who wanted to cut-up
would head for.  I made that section (only 3 tables) the absolutely no
talking zone.  It did away with the problem and gave kids who didn't want to
be bothered by others a place to work.
