I prefer Microsoft Frontpage, although I found that it was not a very
intuitive program and took a while to learn.  It allows you to quickly
create good looking web pages.  It includes an image editor and things
import fairly easily.  Some difficulties occurred when I tried to attach my
site to our school site.  We found that it is a good idea to match themes
and shared borders (for those of you who have it already) if people are
working from different locations and then consolidating the pages.
