ELEM: "decodable" books

A colleague of mine is trying to help a patron find children's books that
she says her child's teacher says are "decodable".  Short of calling the
school (and it can be hard to get some teachers on the phone!), does
anyone know what this means exactly? ...something to do with phonics??
