Refills for ink cartridges

Our tech coordinator is thinking about purchasing refills for ink
cartridges for Hewlett Packard desk jet printers in the 600 series
(600C, 692C models, etc).  The district uses so many cartridges that
he's concerned about cost of new ones eating up supply budget.  Any luck
with a particular brand or concerns about reusing cartridges?
