Electric Library & AUP

Do you require your students to have Internet access to use Electric
Library?  I have been requiring my student to have their signed AUP and
everything to use Electric Library because they can get in to the web
through publisher pages I understand.  I have not seen a student get to
the web from it but I want to be sure, however it leaves students out
who do not have Internet access or haven't got it for some reason or
another.  Does anyone have any comments about this?  Thanks in advance?
