What's wrong with engaging children in a discussion of the relative values of their actions? How does their behaviour affect others? What's good about talking out of turn? What's not-so-good about talking out of turn? Why? Take as much time as you need to hear all points of view on the matter. If that discussion means that there is no time to check out books, wouldn't that be a logical and natural consequence of their actions? Follow through!
