First, I wouldn't worry too much. This is going to be tied up in
ligation for quite awhile.  Second, most school sites are probably
already 'in compliance', unless you've allowed your art and graphics
arts departments to run wild on your pages. If evey image has
alternate captions and there are clear navigation buttons (also with
alternate text), I think your pages will be useful to all. I'm sure
there are more things that can be done to make a webpage easier to
use by the visually or physically handicapped.

The rational for regulating the layout of the web outside of the
Federal Government probably won't hold up in court. The fact that the
government paid for the initial startup of the Internet does not mean
they 'own' it.
