Hi Dawn and others,

According to a brochure available at the Capitol, Charles T. O'Ferrall was
governor of Virginia, 1894-1898.  He was elected by popular vote, as are all
Virginia governors beginning in 1852.  The brochure recommends the Library of
Virginia at 800 East Broad Street, Richmond, VA 23219, (804) 692-3500, as a
source of additional information.
