GEN: Scrolling message board?

I have an opportunity to purchase one of those electronic scrolling
message boards from a video store that is closing . No clue what I should
offer. I found some small ones (about 2.5 feet wide) on www.ebay.com that
were in the $50-100 range, and a May 1997 post on LMNET mentioned
purchasing a new one on clearance at Radio Shack for less than $40. This
sign is longer than 6 feet, however I don't know if it does letters in
color. Also has a wooden exterior frame. I'm searching on the net to find
others, but not having much luck. Any thoughts on what I should offer for
it?
