Getting a forwarded URL on the Web

Our school district has been trying to get our old outdated web page
removed or
have our new URL forwarded from the old site but the old provider has not
done
this for us.  Also we have requested Web 66 to please change our web page
URL to the new URL or put the forwarding URL at the site, but they keep
saying that it is under review while almost a year has gone by.  Can anyone
make a suggestion to help us?
