Offline WEB Surfing

I need some assistance, is there a way to save a web site and the links
and use them at a later date without logging onto the internet?  I am
planning on using some of the suggestions give on this listserv but I
don't want to tie up my internet access.  I have seen it done, but was
unable to ask how it was done.
