I think it's a bad idea to divide your collection by grade. Those older students who need easier books will not want to be caught dead in the section of books for younger grades. Those who are able readers will be discouraged from challenging themselves with books from the older grades' shelves. And who is going to go through your whole collection to designate the "right" grade level? The language in picture books is often quite difficult and more appropriate for older readers, if not adults! In some libraries, picture books are labeled with an "E" for "everybody" and kept apart from the rest of the collection. I think that works well for readers of all ages. Kids can usually find the right reading level for themselves. And if they need help, well, that's why you're there! If you read the books yourself and encourage your students to ask for suggestions from you, they'll learn to trust you. I promise you, this works!
