I have several plastic magazine files on two shelves.  The lower shelf
is last years catalogs (which are available to anybody who wants
them); the upper shelf for this years catalogs.  Sometime in early July I
throw out the catalogs on the bottom shelf; relabel the files for the
current year; move the files from the upper shelf onto the lower shelf;
and put the now-empty files onto the upper shelf with new labels for the
current school year.
It's somewhat cumbersome to describe, but quick to implement.

I label the plastic magazine files thus:  Library Equipment catalogs
1999-2000; Equity catalogs 1999-2000; Library catalogs
1999-2000 (publishers such as Libraries Unlimited, etc.); Publishers
Catalogs  1999-2000 (several boxes).  And then I just put the catalogs in
the boxes in NO order.  We often need to see the equity publishers and the
"library" publishers separately, which is why I finally separated out
those two categories.

I do write the month and year of receipt on the upper right hand
corner of the catalog when we receive it in the Professional Library. It
helps in deciding which catalog is truly the most recent when confronted
with several catalogs from the same publisher.
