Target: need video production help ASAP

I have tried posting this once already but I did not see it actually posted
and I received no responses SO I am trying again.  We need this information
for a grant that is due in a week.  THANKS!

We produce a daily news show and other videos within our school building.  We
now wish to purchase a titler with which we can put titles on videos(esp
titles w/ special effects).  We have looked at several brands but are unsure
of what type might give us the best bang for our buck!  I know there are many
video savy folks on LM_Net....so I am requesting info.  TIA
