I had to pass on the views of a colleague who found this scenario
as ridiculous as we all did--

        "Perhaps this Superintendent Feenstra is on the side of
the angels and cunningly ensuring that every kid in town will be
determined to read the "banned" Harry Potter series. How
Machiavellian!"
