Here are the responses to my request for a book budget formula -- thanks
to everyone for your help!!  FRAN


The new Library monies for California public school libraries is at around
$29.00 per student, if that helps you with a guidepost.

  We figure about $13.00 per student, the price of a hardbound book.

2 books per student is adequate.

3 books per student is considered what is necessary for a growing
collection.

The usual guideline I use is one new book per student per year. Figure your
number of students multiplied by the cost of a new book (issued each March
in School Library Journal-the newest figures are $15.97 for
preschool/primary & $16.27 grades 3-6. I've rarely achieved the entire
figure, but it's logical and based on specific numbers.

Get the annual pricing survey from School Library Journal (it's in the
latest issue).  I think a children's book is over $17.00 now, so decide how
many books per student you want.  In California we have a goal of 20 books
per student, so if you got $17 per student each year you could have a
collection that is entirely updated every 20 years.  If you're looking for
a
more relevant collection, say 10 years old or less, then request $34 per
student per year.

In KY we consider "the ideal" to be $15/student. I have been lucky enough
to
have that in my budget the past 2 years; most schools do not, however.

We looked at several formulas.  Doug Johnson has a formula in his article
"Budgeting for Mean, Lean Times at www.doug-johnson.com.  We also used
national average stats from the School Library Journal article, Oct. 99, bp
54.  The average national expenditure per year.  Also use weeding
guidelines.  the collection is supposed to be alive.

My district has given my Middle School Media Center $18.00 per student
(this
is based on the number of students we have in our October 1st count).  I
then have to break it out as follows:

        Books                     $13.00
        Magazines               $1.50
        Supplies                $1.50
        Computer Software       $2.00

This is a much better way to do things than the old grovel and beg and
justify until you're blue in the face.  It does have some problems--you get
less money in your budget when your enrollment drops.  Not too bad--unless
the number of kids showing up the follwoing fall turns out to be
significantly higher than you planned for.  But--that means that you may
have lots more money the following year--especially nice if your enrollment
drops.  All in all, it balances out.

 Not sure how useful this is but there is recommended per student
figure in the UK, though I would guess few schools get it.

For students aged 11-16 the adequate figure (latest given is for
1998) is 16 pounds sterling (%25). I actually get less than $8.

BUT IT'S A STARTING POINT...THE AVERAGE COST OF A
LIBRARY BOUND BOOK IS $15.  ALSO, CHECK OTHER
STANDARDS...I.E.  SOUTHERN ASSOCIATION REQUIRES 10
BOOKS PER STUDENTS NOT TO EXCEED A CERTAIN #...ALSO,
INCLUDE AN AMOUNT FOR ACCELERATED READER
TITLES...ABOVE AND BEYOND BASIC COLLECTION.  GOOD LUCK.
