I solved the problem of kids hanging out in the library before school and after lunch by tying it into our Accelerated Reader Program. The top 30 kids (points wise) are given a pass each 9 weeks which admits them to the Library. The kids use the computers, read, take more AR tests, help me, vist with each other and just generally hang out. They love the privledge of being here and are generally well behaved. We are a low SES/ESL school where much of the time and effort is devoted to bringing the lower kids up to standard (this is Texas, where TAAS rules) so it's nice for the motivated kids to get some recognition and it's also fostered some nice friendships. The kids range from grade 2 to 5. Something like this might be very effective in Middle School where it's often difficult to get the kids to buy into AR.
