Yes, if the date on the *.tmp file is old than the current session (from whenever the computer was turned on). If you're not sure about a file, you can create another temp directory (called temp2, for example), and move the files to there. That way, if a program halts and claims that its missing a file it needs, you can check the 2nd temp directory for it. Once you're sure that everything is working fine, make sure to delete the files from that secondary directory, though.
