You might like to try an idea I am working on for this year, and if you are
automated it should be easy. Time frames will depend on personal
circumstances.

1. Each fortnight run a report to discover how many students from each class
has borrowed and convert this to a percentage based on the number of
students per class. On a chart give a star for the class with the greatest
percentage.  You could either reward the class with the most stars at the
end of each term, or offer some sort of treat for gaining five, ten, fifteen
stars.

2. Do a similar report for overdues and make a similar sort of chart.  Award
stars for classes with no overdues and again offer a treat for gaining a
certain number of stars.

This way you avoid a 'punitive' view of the library, acknowledge those kids
doing the right thing and encourage the non-users to borrow rather than
avoiding overdues by not borrowing. Using a team approach produces a lot of
peer pressure which works really well for me for stocktake as the 'winning'
class not only has to have all their personal loans back but also class and
teacher loans.  They give any slack teachers heaps!!!
