Elem: Target: Collection developement tool name needed

Hi,

I need the name of a collection development tool (book - maybe now on cdrom)
I remember from my library classes.  It gave the basic items needed for a
core collection and then made suggestions after that as to what would be
good to add to enhance the core.  Hopefully, this is enough clue.
