LM_NET: Library Media Networking

Netters,

As part of our school's Digital High School grant proposal, each
classroom will have a multimedia computer connected to a LAN and
a TV/VCR combination to be used as projection unit.

The principal would like to know if it would be possible to use this
system for a video morning bulletin and an emergency broadcast
system.  What software/ hardware would be necessary?

If this is possible, is there a way to ensure that all classrooms would
receive the information?  He is concerned that teachers would not have
the monitors on or they could turn them off.
