technological requirements for the prepared college freshman

has anyone seen a good article that states what entering freshmen should be
able to do when they enter college (computerwise)- from keyboarding skills
to writing programs to research skills - we are working on our Technology 3
and five year plan and I would like to have some good concise statements
that validate the expenses we are to have in trying to get our school more
on the edge of technology.
