Does Anyone Know This Book?

Hi All!
  I am trying to find a chapter book I remember fondly from elementary
school. It was about a young girl who lived with her grandmother because
her parents had been killed in an accident. She had a keepsake that was a
sort of dog statue that could talk and she finds out she is a fairy or a
witch and learns to fly in the living room. The character's name may have
been Felicia. I know it sounds like a bizarre  premise, but as a child I
loved that book and would check it out over and over again.
