Tech: analog video editing software

I need to edit 9 hrs. of analig videotape down to a reasonable presentation.
I have a non computer type editor but it is somewaht limiting since I cannot
add stills and only one audiotrack.
Do you know of any ANALOG video editing software that you can reccomend that
costs under $200?  I have been searching the web but find most is digital.
I was told that such software exists.
