Jeff, to continue with your community metaphor, not permitting those who can afford to drill their own wells or treatment plants on their own property (classroom collections) and to somehow coerce them to come to the community well or pool (central library) isn't a final solution either... it has to be a compromise situation, I believe... just as we don't have the resources to build everyone in our community a mansion, it does not stop those who can afford it from buying one anyway... So, to discourage teachers who want to build private collections (or have them donated by parents) for their classrooms because librarians begin to feel a loss of control or influence is doing a disservice to the students. Now, if the funding is coming from the district, and the items have to be accounted for, I think they should be cataloged and then issued to a specific classroom teacher (or team perhaps) for the duration of the unit or a specific period of time (a year perhaps) - but they should be returned to the library for accountability when the need has terminated (and also some method of displaying to patrons who search for them on the OPAC exactly where they are needs to be devised). [At the very least, they should be inventoried.] I don't think the intent of the programs to put books in the classrooms is to give them to the teachers to take with them when they move or leave...
