Good question! When I took cataloging (not that long ago) I understood that the 91x's were for Geography and travel, and the the 970's were for historical treatment. That must represent a change because we have lots of books that have anything to do with american culture at 917.3. Perhaps that used to be a catchall for anything except strict history. I've slowly been splitting them up, as many seem more suited to the 300's. I try to put the "description and travel" type books in the teens, and the history in the later numbers. But I'd sure like to hear from those who have been cataloging for longer. The description in the DDC 21 seems pretty straightforward. Thren there are those that deal with an region and do both geography and history, as many books dealing with the Hudson Valley do, for instance. Can some more experience catalogers jump in here?
