I've never before heard of a library, whether public
or school, *not* charging for copies.  Certainly all
the public libraries I've ever been in have charged
for copies, as did my college and grad school and
the library in the nearby university.  We charge
10 cents per page here, and the money in turn
goes back into the budget where I can use it for
toner and paper.
