Book Question about boy in a balloon. Please help identify

Dear Listserv members,
     Many years ago, when I was in 5th or 6th grade (1979 or 80), I read a
book which has stayed with me all this time; but I need your help in
finding out the author and title. Please e-mail me if you recognize this
plot line, I would love to get this book again:
     It was about a boy who was put in a balloon (by his mother?) because
there was a war (nuclear?) and she wanted him to survive.  I think he also
had a radio with him (like a CB, not a music radio). After a long time of
being aloft, he received a message from another survivor; I think it was a
girl (?).  Then he looked for a place to land, probably from where the
message was coming from.  As you can see, I don't remember too many
details, but this was a great book.  I'm sure it was intended for young
adults, even it was "sciece fiction", because I checked it out from the
school library when I attended the Escola Americana in Rio de Janeiro,
Brazil.
