GEN: LC cataloging in publication data

Is there a book, website, pamphlet or brocure that would explain the information 
given in the LC cataloging in publication data?  I have most of it figured out by 
now, but every once in a while there's something there that throws me for a loop 
(took me ages to figure out what the apostrophes were for).
